CA Black Powder rules?

I know that it's sort of off the general topic, but What are the rules concerning purchase of a black power pistol or rifle here in California. I ask because for whatever reason, I got it in my head today to go buy one, based on an article that I read, I thought I should be able to simply walk in and purchase one, but apparently, there are some rules that I was unaware of...

Anyone from California here that can fill me in?
 
Other than age restrictions, I think you can just walk in, buy your assault muzzle-loader, and take it home. The entire CA penal code, and other codes, are on-line (and searchable) at www.leginfo.ca.gov
