C&R license?

whenever i see a mosin thread, it is inevitable that someone recommends getting a C&R license. i was under the impression, though, that in order to get one, a person needed to be both buying and selling continuously.

what exactly are the rules regarding C&R, and how locked down does the BATFE keep it?
