August 25, 2000
Mayor Carty Finkbeiner's administration has retooled its proposed legislation to ban assault weapons and is urging council to review the changes and discuss the measure next month.
"Weapons of warfare do not belong on the streets of Toledo, Ohio," Mayor Finkbeiner said yesterday at a press conference to announce the changes.
The assault-weapon ban was one of several gun-control regulations proposed by the mayor in 1998.
The first proposed ordinance regarding assault weapons required owners to register them with the city 30 days after the ordinance took effect.
When the owner died, the executor or administrator of the person's estate could take the weapon only to render it inoperable or to dispose of it.
The administration changed this section of the measure and gave those revisions to council on Aug. 18.
Under the revised proposal, owners of assault weapons may keep the handguns if they complete an assault-weapon acknowledgement form that describes the make, model, and serial number of the weapon. The form, which the owner keeps, must be signed and notarized, police Chief Michael Navarre said.
If a gun owner violates the ordinance, he could be charged with a misdemeanor offense that carries a maximum six months in jail and a $1,000 fine, the chief said.
The proposal allows people to inherit an assault weapon if they are going to dispose of it, render it inoperable, or change it so it is not classified as an assault weapon within 30 days of acquiring it.
"The assault-weapon ordinance is a no-brainer," Chief Navarre said. "Weapons are for the military and law enforcement, not in the hands of the people or in the homes in the city of Toledo."
If the ordinance is approved, the acknowledgment forms will be available at police stations and on the police department web site.[/quote]
