Would converting a cap and ball revolver to cartridges fall into the category of "firearm manufacture"? I live in Washington state and I'm thinking of converting my 1860 clone.
 
Yes, it does. But it's perfectly legal under federal law for anyone (who is not a prohibited person) to manufacture a cartridge-loading firearm for his own use. Unless it's illegal under Washington State law, you can do it--legally.
 
Yes, that falls under manufacturing. You can do it for yourself, but don't try to sell the work to someone else.
