Buying a handgun in Missouri

I was looking at Packing.org, just curious as to what they said about open carry. I noticed something about a permit to purchase guns. Was I reading it right, you have to get a permit to buy a handgun?

Glad I'm in the military. New Mexico is more reasonable about it. I show my orders and I'm a resident for the purpose, and no permit required. I think I'll buy all my guns here.

And a question: I was thinking of getting a single action for my dad. Is that considered concealable? If he picks it up at the FFL, would he need one of those permits to do so?
 
Yep, here in Mighty Mo you need a 'Permit to Purchase' a handgun from your county (of residence) Sheriff's office. Ten bucks. They can take up to 7 business days to process it, and each PTP is good for thirty calendar days from issuance. You need one for every handgun transferred. This is also a requirement for private transfers as well.

What do you mean by 'single action'. If black powder, I'm not sure if the PTP is required, but the FFL will know. I don't think there are BP exceptions in the Missouri Statutes though. I don't own any black powder guns, and haven't asked that particular question, however.

If you legally acquire a handgun outside of Missouri, you can bring it into the state with no PTP. But once you are here, to transfer it, the buyer (or transferee) must get the PTP. It is then completed by the seller (or transferor) , who is responsible for sending it back to the relevant Sheriff. There is no requirement for money to change hands on the gun transaction. IOW, you are supposed to do this even for gifts. There is a time limit for return to the SO, once the transfer is effected as well. You can mail them, or hand carry, and the SO really doesn't care how the thing gets to them, as long as it does.

You can have a PTP and not use it, but you are out the ten bucks. Lots of folks who are in the market for a handgun get the PTP first, and get something inside the thirty days. I buy the gun first, then get the PTP. I haven't seen an FFL in Missouri who doesn't allow this.

No permit to purchase is required for percussion handguns.


Also, since the serial number of the handgun you intend to buy must be entered on the permit, you can't get a permit and then go shopping, unless you have a very accomodating Sheriff. Most will require you to have chosen a pistol so the serial number can be entered on the permit by the Deputy who is filling it out. Each permit is valid for only one handgun. Multiple purchases require multiple permits.


The people we have to thank for this kind of stupidity have faith it serves some sort of crime reduction purpose. It reminds me what Mark Twain said........ "Faith is being able to believe what you know ain't so!"
 
Not all Mo. counties do it the same way. My county will give you a permit without a purchase. Alot of guys go and buy one or two before a gun show. They also only charge $5. for a permit. Once the girls in the office get to know you, they usually won't even bother calling in a check. I can get a permit in 10 minutes, most of that time spent talking about the weather. We have a new sheriff and , hopefully, he will continue to do things the same way. Our local shop has been encouraging customers to compliment the office and let them know we appreciate their policies.
But, still, you have to have one anytime you buy a pistol, even if you are trading one pistol for another at a shop.
 
Well, since I'm in New Mexico, he'll be picking it up at a store in town. I'm waiting to get a number so I can call the shop and find out the best way to do it, but since the store will be doing the actual transfer, he'll get the permit, and then go pick it up, and the shop will do the paperwork?
