I decided to check out the HUD website we all paid for and after my disgust at the other wastes or our dollars, I found the page for the HUD "Buy Back" America program.
The contact person should be a good place to call in order to "Get some more information so that you can publicize the event among your soccer mom friends".

Springfield Housing Authority

The Springfield Housing Authority will reprogram $15,000 of its FY1999 Public and Indian Housing Drug Elimination Program grant funding ($291,861) and will receive $6,450 in matching funds from HUD for a total of $21,450 for its Gun BuyBack Initiative. The Authority's goal is to take approximately 500 guns off the street. The Springfield Housing Authority will provide gift certificates or other incentives of value ($50) for any weapon submitted. The Authority in collaboration with the City of Springfield Police Department and the Hamden County's District Attorney's Office will work together in disposing the guns. This initiative will result in reducing the number of accidental or unintentional shootings, murders, domestic violence and other forms of gun violence.

Worcester Housing Authority
$2,038
The Worcester Housing Authority will reprogram $1,425 of its FY1999 Public and Indian Housing Drug Elimination Program grant funding ($622,651) and will receive $613 in matching funds from HUD for a total of $2,038 for its Gun BuyBack Initiative. The Authority's goal is to take approximately 50 guns off the street. For every gun that is brought back the person will receive $50. The Worchester Police Department working with the Authority plan the gun buyback program for the spring of 2000 in the Great Brook Valley community. They anticipate conducting this initiative one or two days per week over a period of four weeks in order to gain the widest possible support.

Malden Housing Authority
$7,250
The Malden Housing Authority will reprogram $5,070 of its FY1999 Public and Indian Housing Drug Elimination Program grant funding ($217,081) and will receive $2,180 in matching funds from HUD for a total of $7,250 for its Gun BuyBack Initiative. The Authority's goal of this program is to take approximately 100 guns off the street at a cost of $50 each and develop a cooperative venture between the Malden Housing Authority and the Police Department to combat crime and violence. The Housing Authority also will provide gift certificates in exchange for guns. Efforts to increase the amount of value per exchange are contemplated to include businesses, philanthropic groups and social, fraternal and civic organizations. The Housing Authority will work in cooperation with the Malden Police Department in disposing of the guns.
