Burris Veracity Issues

I recently bought a burris veracity 5x15 scope. It's mounted on a browning hells canyon speed in a .270 with leupold rings. I can't get the gun to group to save my life and when I adjust the elevation moa turret, the windage will always move at least 3 inches to the left without even touching that turret. This leads me to believe it is a scope issue. The groups are always in a big triangle pattern. Any ideas why the windage moves?
 
While it could be the scope itself, my first thought is this...

Is the scope mounted exactly square/level with the axis of the gun? If not, then adjusting windage can affect elevation...and vice verse. While this is not too important at close ranges, at distance, it can be a huge problem.
