What would cause a bullet not seating squarely in the case? I'm reloading some 9mm today with a progressive press using Lee 4 die set. I noticed the round having a high spot when doing a plunk test, the bullet would be loose when inserting the bullet in the barrel,but as you turn the bullet it would tighten up so I'm thinking the bullet is not seating square to case.

I don't use Lee dies but I can tell you from almost fifty years of loading what's causing your problem. With RCBS dies you get a couple of different inserts that fit into the top of the seating die. They are designed to align flat point bullets, HP bullets, etc. If your die is not set up to hold the tip of the bullet in correct alignment while the bullet is being seated, it can enter the case mouth crooked. Check your die set to see if it's stamped for what type of bullet is to be used. It could be on the box or on the die.
Abullet started crooked will most likely finish rooked. This will give a slight bulging on one side of the case. Do you have this issue?
Do the bullets have a slightly rounded base or is it square?
Also as stated above, what is the profile of the bullet? Lee dies will usually set round nose well but other types will get wonky.

Those little buggers are hard to seat!
What I have found is no matter how careful, most won't fit in the gauge though they do chamber find and I figured out how high they have to be in the he gauge before its a chamber issue.
Also, nothing I load shoots as good as factory SD (Remington GS) , other than practice I don't even use my own loads.
Last shot of the day I put one GS down the pipe, dead in the b'eye and off I go.

Sometimes the seating shaft end does not match the bullet tip
( hollow tip bullet on a round nose bullet )
that will cause bullets to be seated at an angle stretching the case
the bullet may be crooked or just loose in the case
Most 9mm seating dies have a seating cup for 125gr bullet
if your bullet does not match the conture you will have the
problem you describe
Pull the seater out and check
