Building a "parts" Rifle, legality in CA?

I've got a quick (hopefully not to stupid) question:

I've been toying with buying the parts I want for my rifle and just assembling it (w/ a few exceptions) myself. Now, if I buy the action/reciever and everything else, where does this put me legally? Should I just buy a cheap Remington 700 for legal reasons and then just replace everything but the action (which would probably be tweaked anyways, but in the end, would be basicly what Im doing)?

Am I even making sense? lol

Anyways, its something I've been wondering about.

I don't see any problem with buying a bare action (BA?) and building it.

Really, only AR and AK receivers are on the naughty list. Everything else, even FAL receivers, can be purchased and built into SB23 compliant rifles.

Pistols are another matter, of course.
 
Great, thats exactly what I was wondering. Same thing about AK/AR's, I always wondered why you couldn't just build one. That explains that :D
