What's a good double stack, hammer fired, 10mm for less than $700?

RIA has one for $899, "street price" might be lower but that is the least expensive 1911 mutant I know of.
Tanfoglio makes some 10mms that might come in under $700

I had an EAA Witness Tanfoglio in 10mm. If memory serves, I paid around $600, give or take. It was well built, shot great, and no malfunctions. EAA basically copies the CZ platform. So, if you shot a CZ75, for instance, you'll be familiar with the EAA in no time.

I sold it due to it being a little big for my hands and I hate the narrow slide height of the CZ platforms. However, for your budget, it should be considered if my gripes aren't your own.
