Broken hammer

Right my dad has this old s&w .38-spl (chief i think) and it has not been used for a while like 5 years cause the hammer broke now would it be possible to file it smooth and just use it as a dbl action only ????

That would work just fine.

Many people cut the spur off to prevent the gun from catching in the clothing, so this would be quite acceptable.
 
I have a Model 36 the hammer is broken halfway in your circled area and I shoot it just fine all the time. I don't carry it so I left the half spur on in case I want to shoot SA.

But to answer your question it shouldn't weaken it to file it down some.

I don't own the revolver anymore. I simply used eye protection and a cut-off wheel to start with. I then used a sanding/polishing kit to smooth and polish the hammer. Birchwood Casey cold blue finished the job. 21 is pretty well universal for a CCW.
