Bolt Action Rifle question

I'm just starting to get into rifles (been mostly a handgunner for a little while now). My question is can Bolt Action Rifles that use detachable magazines (ex: Browning, Remington, Savage, etc.) be loaded from the top bolt area also to refill the magazine (loaded like Bolt Actions with hinged floor plates)? Instead of having to remove the magazine each time to reload. Or does this have a some will, and some won't answer to it?
 
I can't think of one bolt action with a blind, hinged, or detachable box magazine that you can't load from the top. You can also do this for most semi-autos (with the bolt held open by some means), the most notable exception being the M1 Garand with the enbloc clip. I know I can do this with my FALs, HK/CETME, and Galil (if I hold the bolt back, difficult but can be done).

Same as a Win model 70, with the chrome lined barrel.
 
What about the Steyr SSG with the rotary magazine, would there be a problem with that? And why is this magazine type not popular?
