what causes the shell (.22 ) to be held on the front end of the bolt and not ejected maybe 1 in 40 shots?
racking the bolt again does not clear the shell- you have to reach in and pull on the front of the shell to pry it loose from the front of the bolt.
shells b4 and after all seem to eject fine
 
could be a couple of things

It might be the hook on the extractor just hangs on too tightly on certain rounds. This could be either a very sharp hook, or it could be the engagement angle is too positive. It could also be that the ejector is broken or rounded off just enough to not push them all free of the extractor.

One more thing could be excessively larger rims that cause the round to not pull free, but my money would be on the extractor or ejector having problems.

Should there be any "play" when the shell is sitting in the end of the bolt, ie the base of the shell sitting in the bolt's recessed area?
There is none as far as I can see- should it be that tight?
 
not really

The purpose of the extractor is to hold the round on the bolt face so it can be loaded into the chamber. You don't won't it wobbling around on you. When you will have trouble is on ejection if the hook is digging into the brass. I didn't mention it, but check your brass and see if there are any shiny scratches or guoges on the side where the hook is digging into it. This would be a tell tale sign.

I also have a new extractor i just received but they are trouble to change due to the line up issue.

Its an October 1937 Sportmaster model 341
