What are the laws regarding the sale of body armor by a private person? i know they tightened up after the north hollywood shooting a couple years ago.

The applicable federal law:

Title 18 United States Code, Sec. 931. Prohibition on purchase, ownership, or possession of body
armor by violent felons

(a) In General. - Except as provided in subsection (b), it shall
be unlawful for a person to purchase, own, or possess body armor,
if that person has been convicted of a felony that is -

(1) a crime of violence (as defined in section 16); or

(2) an offense under State law that would constitute a crime of
violence under paragraph (1) if it occurred within the special
maritime and territorial jurisdiction of the United States.
(b) Affirmative Defense. -

(1) In general. - It shall be an affirmative defense under this
section that -

(A) the defendant obtained prior written certification from

his or her employer that the defendant's purchase, use, or

possession of body armor was necessary for the safe performance

of lawful business activity; and

(B) the use and possession by the defendant were limited to

the course of such performance.

(2) Employer. - In this subsection, the term "employer" means
any other individual employed by the defendant's business that
supervises defendant's activity. If that defendant has no
supervisor, prior written certification is acceptable from any
other employee of the business.

Is that true about NY? I live in Syracuse and ordered one through Galls and they did not require anything from me. Not saying that's not the case, but they didn't for me to fax my security license and they usually will for restricted items.

New York State Law

§ 270.20 Unlawful wearing of a body vest.
1. A person is guilty of the unlawful wearing of a body vest when
acting either alone or with one or more other persons he commits any
violent felony offense defined in section 70.02 while possessing a
firearm, rifle or shotgun and in the course of and in furtherance of
such crime he wears a body vest.
2. For the purposes of this section a "body vest" means a
bullet-resistant soft body armor providing, as a minimum standard, the
level of protection known as threat level I which shall mean at least
seven layers of bullet-resistant material providing protection from
three shots of one hundred fifty-eight grain lead ammunition fired from
a .38 calibre handgun at a velocity of eight hundred fifty feet per
second.
The unlawful wearing of a body vest is a class E felony.
 
I think you're going to have a ahrd time getting sapi plates (the actual balistic rated plates that the military uses) but I know ive seen just soft shell armor for sale on a ton of websites

as a caveat to that if you're going to be wearing it alot Id wear a plate carier and forget about the soft armor as i dont think its worth the protection given the weight and range of motion restrictions
