Blue loctite (guntite) and gun finish

A few years ago, I put some Leupold two-piece bases on a Remington 700 VS with a matte finish. I used something called "guntite", I believe, that was like blue loctite on the base screws. Everything held tight, rifle shot well.

Recently, I removed the scope, base and rings, and replaced with a Picatinny rail base and the appropriate rings. After removing the Leupold bases, I noticed that the blue loctite had run out from under the base a small amount and dried. This leaves some brown on the finish.

My question, is this brown stuff something that can be removed, or is the original gun finish now turned brown? I ask this because it looks like there may be a little build up of the brown stuff that may be preventing the Picatinny base from sitting on top of the receiver flush. Some things I have read say it can be removed, some say the finish is now brown. So, what is the truth?

And Wal-Mart "Tech" brand carburetor cleaner is every bit as effective as Gunscrubber and lots cheaper at $1.48 a can.
 
loctite

I have been reading about some gunsmiths using loctite as a bedding agent under the scope bases. They put down a layer of loctite on top of the action and then install the bases. Wipe up any that pushes out. The loctite will harden under the base and fill in any voids, preventing any movement at all. This may be over kill, but it sounds good to me. John
 
Just to follow up...

I tried using 100% acetone from Wal-Mart on this and it really did not do much. I tried using rubbing alcohol and was able to get most of the loctite off by scraping with a fingernail.

What I saw happening was that the acetone evaporates really fast, whereas the alcohol did not evaporate nearly so quickly. I had to wonder if the alcohol softened the loctite to where it could be scraped off, and the acetone just did not keep it softened long enough.

The acetone evaporated so fast that you could see the loctite changing color. It would go from wet to dry in about one second, literally!
