Blackpowder purchase question

I don't know what a 4473 is, but you can purchase black powder rifles and pistols through the mail, heck, you can even buy a twelve-pound howitzer through the post. You can't buy bulk powder or anything that shoots a metal cartridge that way, so no Henry rifles.

Only if the blackpowder arm uses a cartridge that contains some form of priming mixture. A muzzleloader, if it uses a paper cartrige, and an external cap for ignition isn't considered a firearm by FEDERAL regs. State and local laws often define a firearm as any device that uses compressed or expanding gass to launch a projectile. Black powder revolvers, which use percussion caps for ignition are not considered a firearm, and can legally be sold via mail. A conversion kit, which converts a .36 cal muzzle loading Colt to a .38 special is considered a part, and not a firearm, and can also be ordered via mail or sans 4473. Technicly, you can buy a muzzleloader in .36cal BP and convert it to .38Special and not run afoul of any FEDERAL regs.(State and localare a differnent story. You cannot however buy one that has already been converted without a 4473, since it now uses a primed cartridge. In case you're wondering, the conversions aren't really a kitchen table type of conversion where you just drop in a few parts. It takes some major fitting and reworking, or in other words, it's a job best left to a very good smith to do.
 
i asked at a gunshop today about the T/C encore blackpowder pistol. They said because the T/C readily accepts the centerfire barrel system, buying the T/C Blackpowder pistol or rifle requires filling out a 4473

i gather however, that the T/C blackpowder pistol would be exempt from Marylands cartridge fingerprint ID requirement
