Blackpowder firearms and FFL's

Do blackpowder firearms come under the same restrictions as other firearms? I was planning on ordering a blackpowder revolver for my little brothers birthday. First of all, do I need to have the pistol shipped to an FFL, or can they ship it to my door? Also, my brother is only 18, is it legal for him to own a handgun, even if it is only a blackpowder revolver? Any help would be appreciated.
 
As far as I know BP is not federally regulated. There may be state laws or local ordnances to that effect though. I know that some states treat inline muzzleloaders as modern firearms in hunting regulations.
 
Follow-up

I have a NIB blackpowder rifle that I want to sell (I got it for donating to Farmers and Hunters Feeding the Hungry) since I moved to a state where it is illegal (wrong iginition system). It was brought to my doorstep by UPS, so does it follow that I can ship it to a buyer the same way?

There is nothing in federal law that prevents you from shipping it directly to another person. Some states have local laws covering them, but nothing federal.
 
BP replica firearms are not consider to be firearms and do not have the same restrictions.

I don't know about the modern in-lines but I think they are treated the same
