"Biochips" are simply organically grown microchips, and are no more or less implantable than the silicon variety.

These are the same crowd who, 80+ years ago, produced pamphlets full of "Biblical Evidence" that Woodrow Wilson was the Antichrist. It's good to see they're keeping up with the times, as "The Freemasons are poisoning the wells!" doesn't panic folks the way it used to.

This all may seem a little far out there, but it happens to be true. That is, the eventual goal of microchipping all civilians. So why should it sound so nutty for a few chip type companies to be contracted to develop such a device now?

They are already discussing a chip that you can have implanted in your child to allow easy relocation if he/she becomes lost/kidnapped/etc. They already have mini Lo-Jac type devices for pets.

The eventuality of implanted microchips in humans will be for a variety of uses, especially the advent of a completely cashless society. One would simply run a reader across the implanted chip (in your forehead or backside of your hand) to debit or credit your account to purchase an array of government controlled goods and services. Think it's impossible? Too late...its already coming to a totalitarian state near you.
 
You're thinking the wrong direction. These chips aren't for location, these are mini biological zoos. Little cells or cages for little tiny viri, or antiviri. Try this on. Troops are ordered to go somewhere. They don't want to go. Spread a littl bio-weaponry around, then tell them the antidote will be given only to those that obey orders, and/or their families. These little zoos, complete with synthetic RNA, are available now, and ready for implant. Yeah, they have legitimate use, such as fighting AIDS and TB, and no government would ever think of using drugs on the enemy, or their own right, so we're all safe.

Down towards the bottom of the article, where the writer painted garish pictures of what these "biochips" (which, again, are just a type of microchip) are going to be used for.

He didn't specify, but I picked up the vibe that any "aireal" spraying was to be done from black helicopters by UN MiB's.

The scary thing about what goes on in DC is that it isn't malevolent conspiracy, rather that it's well-intentioned, ignorant, buffoonery. There is something at least reassuringly competent about conspiracy that we find, in a backhanded way, comforting. The far scarier truth is that our national bus is about to be driven over the edge by bumbling idiots trying to show us a good time...
