If you want a nice .45, get a Rock River Arms ( www.rockriverarms.com) Standard Match for $1050. It's well worth it. I know you said 1K and under but that extra $50 is worth it.

You didn't mention centerfire so I would say a .22. There was a Walther GSP in the Gun List for $875 and a used Hammerli 208 would go under $1000. Hard to get more accurate than a pea sized group at 25 meters.
