What is the best deal on an AR-15? Cheapest, but still good?

I haven't bought and owned every brand of AR15 out there, but from personal experience, Rock River Arms rifles are of very good quality at a decent price. If you look for too cheap of rifles, then you risk buying junk.
Best while still being cheap? I'll just call that "a good value",
Best value guns in my opinion are going to either be Bushmaster or RockRiverArms.
Best of the "big manufacturers" in my mind is Armalite, lifetime warranty, good finish/quality gun, and good customer service.
Cheapest with often times equally cheap or shoddy customer service, Hesse and American Spirit Arms(ASA).

You should check out Ed's stuff at Gunsmoke. He had some Rock River / Bushmaster deal a while back. You get a good, inexpensive RR lower and a high quality Bushmaster upper for a decent price.
