Looks great no rust, just need a good clean

Original Italian Beretta model 1951 9mm caliber semi-automatic pistols. This Historic Pistol was originally designed, manufactured and began service in the Italian Armed Forces in the late 1940's and early 1950's. The locking mechanism design was heavily influenced by the Walther P38 pistol. Includes 1-8rd Magazine. This one pistol is an 03 C&R eligible gun and dated 1956. This model is a rare "E" model that features a slide that is 1/8" shorter than the standard 1951 making the barrel appear to be longer"

He's selling it for $400, any idea of the valuation?

Yes indeed, cross bolt safety. Those were common on berettas in that era.

$400 is too much. I would say $250 ~ $275. More than that depends how much you want it.
