Benelli/HK & M1014 trials

Does anyone know the details of the military shotgun trials for which the Benelli/HK M4S90 (M1014?) won the contract for?

Really, I'm curious why the military settled with a 6+1 shotty when most civilian shotguns are 7+1.
 
Most 18" barreled shotguns are 6+1, as is mine. Any larger a capacity and the magazine tube protrudes out farther than the barrel. 7 rounds is hardly any different than 8, and the 8 rounders can only hold 7, 3" mag shells in the gun anyway, same as the 18"ers, which can also hold 7 shells, regaurdless of their length. It really isn't that much of a difference.
 
skunk i believe that it is only 6+1 because the M1014 in the Grey Room is an entry weapon, like the M1 with the 14" bbl. it is just part of the design having the tube end before the bbl, so not to interfere with the weapon firing.

someone correct me if i'm wrong.
