Most Belgians run from OK down to dangerous. More of the latter than the former, unfortunately. I suggest you get a decent smith to check it out.
The good news, if those bbls are real steel with a damascus stencil instead of real Damascus, you may have an occasional shooter as well as a wall hanger. Any reloader can set you up with some low pressure 7/8 oz loads that run about 9K PSI or less. Most of the Continental shotguns I've handled like this had good balance and "Feel".
