I have a chance to buy this shotgun. I have not seen it. The serial is 3900. Can you provide a ballpark value?

You need to inspect the gun before you can get a ballpark estimate. If its a total beater its worthless, if its in amazing condition with gold plating and has diamonds in it....you get the idea
