]My grandfather has given us a antique belgium rifle ... It does have the proof marks ... But they are kind of hard to be able to date ... It has the crown over the e l g ... And also has a few more markings ... Can anyone give me a more narrowed down date

Hi. The "Choke 18.1 18.2" indicates it's a shotgun not a rifle. You really need to post pictures of the proof marks, if you can. Any names on it?
However, posting pictures may not help much. Prior to W.W. I there were literally hundreds of small shops around Liege churning out firearms.

There are some dates connected to proof marks though. Start here.

And here for Damascus barrels.(not safe to shoot with any ammo despite the internet nonsense). Perron is the Tower.

Rummage around here too.
A net search for "Belgian proof marks" turns up 872,000 results.

Then why do so many people shoot them, me included? I agree they should be checked out but to condemn all of them is nonsense.
