Bausch and Lomb scope question

I'm trying to date my B&L scope. It's a Balvar 8B. According to my info it was made 1968-1973 in the Rochester plant. However, on the eye piece it is clearly stamped Japan. In 1973 Bushnell made the B&L scopes changing the model names but marketed them under the B&L name. In 2004 production was moved to Japan. I think my scope is 1968 or so, but why is Japan stamped on the scope?
 
I thought all the Balvar 8Bs were all made in Japan, but the original Balvar 8s were made in the U.S.

I have two of the 8Bs prior to the Bushnell takeover, probably around 1968 and they are both stamped "Japan".
 
I would have thought that B&L quit making rifle scopes in the U. S. around 1970.
Bushnell quit using the B&L name on Japanese scopes around 2000.
