Bath/Corning area of NY: pistol permit friendly?

My wife got a job offer with the Bath VA hospital, near Rochester, and we're considering it. I gather from this forum that a pistol permit is needed in NY state for me to bring in the pistols we already own, as well as to carry one on our person, and some places are decidedly easier than others to go about this. How agreeable is this particular area in terms of getting the necessary permits for possession and carry? I'm used to CCW'ing in AL, PA and elsewhere as I have a couple out of state licenses.

If we move there it'll be at the beginning of May. Whether we do so and where if so will be in some part determined by how this question is answered.
 
Yes,Bath is as CCW friendly as NYS gets.Bath is the county seat of Steuben County.This is the County my permit is issued out of.Steuben never places any restrictions on permits.I live about twenty miles from Bath.

The problem is that ,you need a permit to own or bring a handgun into this State,but you need to live in Steuben county for a specified period of time to establish residency(I think six months)you also need four references that reside in Steuben county.Makes it kinda tough for a new resident.

Bath is only about 40 minutes from the PA border,my suggestion would be to commute!You will save enough in property taxes to keep your wife in a new vehicle.

I cannot wait to get out of this state!

Most "rural" areas of NY are pretty friendly for CCW. The main factor is generally whether or not your county is home to a large(ish) city. The larger city areas tend to be a little CCW shy. You shouldn't have any issues in the Bath area.

The residency requirement also generally has loop holes. In my county for example, if you haven't been here 3 years you need 3 notarized references from your previous location, in addition to the 4 you need locally. It can be a pain to get those local ones if you don't know ANYBODY around.

NY is a beautiful, if expensive, place to live.

Property taxes are high but if you're in silicon valley now, they may seem low.;)

Oh boy - the Southern Tier of NY from California - boy are you in for a change! I grew up there, moved away for a decade or so and moved back in 2000, just a bit further north. That area is a nice place to live but a bit off the beaten path. Lots of great hunting if you’re into deer and ducks. You’re in luck if you enjoy fishing too. Rochester is a short hump up 390 but there is a "mall" and a large shopping complex over in Big Flats which is +/- 40 minutes east

Slowly but surely, NY is making the process to get your permit faster. As peetzakilla says, you need to be a resident of the state for 6 months and come up with four references who live in the same county. The fees add up to about $120. I'm not sure about Steuben county, but many counties have gone to a computerized system where they take your finger prints on a scanner and send them off digitally so your background check is very quick. Your longest wait will be your paperwork sitting on a judge's desk. It took me just over a month from my Sheriff's interview until I had the permit in hand, not bad considering it used to take somewhere in the neighborhood of 6 months.

To carry concealed in public though, I think the process might be different. Maybe some other FL bubbas can chime in here to set me straight, but I think to actually carry on your person in public, you have to come up with a good reason you need to do that. My permit has restrictions where I have to lock the gun in my trunk or have it locked in a case to transport it to the woods or the range, but it's still considered a CCW..strange isn't it. From what the Sheriff told me when I interviewed, the process to actually carry concealed requires more paperwork and takes longer. I'd give Sherriff Tweddell's office a buzz and see if they can give you the straight scoop, If their website it up to date, his number is (800) 724-7777.

All is not progress. I was told 2-3 months when I submitted my permit in Broome county. We are currently at 4 months 2 days, no permit. Last Friday I was told "It's been sent to the judge."
"Oh, alright." says I "How long does that usually take?"
"You never know with him." she says "Could be a week, could be 3."

NY is quite a shock to the system from Cali, I would imagine. Look on the bright side, the ONLY weather/ natural phenomenon we have to worry about is snow. No hurricanes, no earthquakes, virtually no tornadoes, no floods (except the occasional "100 year" variety). It's really a great place, except the government and taxes.
 
if you do apply, remember to keep tabs on the people you asked to
write your recommendations

if you dont, and they dont send in the rec, your application will
be stalled indefinitely

i had to badger one of my rec writers (ny ltc permit app) for like
two months to mail his in....the excuses flowed, but i kept it up
until he sent it in

it is a pain in the you know where, but you have to do it

(mine took about 6 months, btw)

You will not have any restrictions on your permit in Steuben County, conceal carry till your hearts content.

Nobody but you sends in anything with your permit app.References sign your application in front of a notory,then return it to you,then you give it to your next reference,etc.

It took nine months to recieve my permit from the time I submitted my application ,in 1988 !

NY sucks!The enemy lines are only 40 minutes from Bath!

You may not have to wait for the residency, call the County Clerk. You will almost certainly have to wait until you have 4 locals that will sign for you. (No notary needed.)

The way it works is that each of them has to sign your permit then when you turn it in they are each mailed a letter to fill out. "Is he psychotic?", stupid questions like that. Those papers are the ones you'll have to make sure get back quickly.

If they do let you off the residency requirement there will almost certainly be a need for references for Kalifloweria. Those references WILL need to be notarized.

The 6 month wait after submitting the application is the (theoretical) maximum time allowed by law before the permit is issued or denied. In almost all cases it is faster, usually 3 months, 5 on the outside, as you can see from my ordeal.

BTW, there will probably be a section on the permit regarding guns you already own that you would like registered in NY. They will need to be turned in to the Sheriff while you await the approval. You'd be best to leave them in Cali until you have the permit.

No longer need to have your references notorized.

When I applied for mine in 1981 it took about 6 months to receive.

My wife who is a life long resident submitted her application in Rochester in early August and we're still waiting.
 
Ah, much better. So let me see if I understand this properly: I get the application, have 4 people in California sign reference slots, then get there and have 4 more? Same for my wife if she wants a permit too? And $120 each, correct?

No silly. The people from Cali have to write letters attesting to your character and have them notarized. The 4 people people that sign the application have to be from Steuben county. Their sigs don't need to be notarized but the application itself does, your signature, before it's turned in.

Yes, both you and your wife. Yes, probably somewhere around $120 each, some counties are as low as $90, Broome is $115.25
 
Do the references strictly have to be from CA? I've been here less than a year and don't know too many people all that closely and asking for a character reference letter is unusual and difficult to explain the need for. From previous places I've lived is much, much easier.

Seems really stupid to not just show my out of state CCW's and insurance licenses and appointments/endorsements- I've had more background checks done on me than some folks guarding the president.
 
I think your best bet is to call the number provided above and ask the questions to the people who provide the permit.
I believe the county you're applying to comes into play as peetzakiller needed his permit signed in front of a Notary and my wife in Monroe County did not. I also have a friend in law enforcement in Wayne County (east of rochester) and he tells me it's not unusual for the turn around time there to be less than a month. Go figure???????
 
Yellowfin, upstate NY for the most part is pretty 2nd ammed friendly. Everything is specific to your county of residence. I live in Niagara County, where I received my unrestricted full carry permit in less than 2 months. My buddy lives right next door in Erie county, he waited 14 months for a restricted "hunting and target shooting only permit. You want to do your homework about the ins and outs of pistol permits in each county you are thinking of buying a home in!

If I were in your shoes, I would check out Hammondsport NY...its right on the southern end of Keuka Lake. Nice views and in the heart of the finger lakes wine country!
