Baretta 390 feeding problems

I have a friend whose Baretta 390 is giving problems. If you load 2 in the magazine, and pull the bolt back and chamber a shell and fire it (or pull the trigger if using dummy rounds), it will feed the next shell as it should. However, if you do not fire it, or pull the trigger, and try to unload it by pulling back the bolt, it will only eject the shell in the chamber. It will not feed the next shell ito the chamber unless you push in that small rod at the rear of the carriage. I have a Benelli Montefeltro, and there is a button/lever on the side of the trigger group which you manipulate to feed the next shell, but I see no such thing on the Beretta 390. Is this the way the 390 is supposed to work, or is something wrong with it. It may be that we are just unfamiliar with how it is intended to work.
 
It is how it's supposed to work. You need to press the button at the tip of the trigger guard to load the next shell into the chamber when not firing.

I told my buddy what you said about the button, and he said he loaded live ammo in it and it would not feed a round into the chamber after being fired. Is there something else that could be causing this?
