Banning lunch tables because one fell on a child is silly. How can you distinguish between a lunch table, a breakfast table, a dinner room table or card table? Simply put, you can't do it legisltatively. What about antique tables too? Are we to send the police into everybody's home and seized the grandma's table which grandpa made for her as a wedding gift?
Let's get real folk. A better approach would be to cut the lunch period in schools and let the kids go hungry. More time to study, more time to learn! Their grades should go up and we can compete with foreign students better. Another benefit will be happier teachers since the little darlings won't be sugared up in the afternoon.
