Axis Won't Extract Case

Just received a call from my nephew who is considering buying a Savage Axis in .223 from a friend at work. He told my nephew that it had been fired only a few times. He also said that he could try it out before purchasing it. So, my nephew tried it out today using the owner's steel-cased Tulammo cartridges. He said that the first cartridge extracted, but it felt really stiff. The second cartridge case, after being fired will not extract. My nephew says that he can cock the bolt, but it won't move backwards at all. Any suggestions as to the problem? I told my nephew what I though might be the problem, but I'd like to hear your comments. Thanks in advance.
 
Unlock the bolt and try pulling back while someone else puts some pressure on the case with a cleaning rod by GENTLY tapping it.
 
Had this same problem with Tulammo in my axis .223, had to push it out with a cleaning rod. American Eagle and PMC no issues..
 
Ditch the cheap Russian ammo. It is steel cased which doesn't expand and contract the same as brass, plus it has a shellac coating to prevent rust which will gum up the chamber and cause case sticking. Sounds as tho it already has. Buy American made and you won't have those problems. GW
 
Clean the chamber by twisting a bore mop of the appropriate size, soaked in Gunscrubber or similar cleaner, inside the body and shoulder area of the chamber (a .357/.38/9mm mop should be close enough), then buy some brass cased ammo, be sure it's .223 not 5.56. I bet the problem goes away.
 
My kids Savage 110 223 didn't like extracting steel cases as well. Something about chamber dimensions and steel versus brass case springback I'm assuming. The chamber was clean.
