The Treasury Department, in conjunction with the Bureau of Alcohol, Tobacco, and Firearms, has released a new report claiming that illegal gun trafficking is rampant and is most prevalent among convicted felons and at gun shows.

According to the report (requires Acrobat to view). titled, "Following the Gun: Enforcing Federal Laws Against Firearms Traffickers," the Treasury-BATF study is "the most comprehensive report ever about the illegal firearms market." The study's authors said the bureau followed 1,500 illegal firearms trafficking investigations "that led to the conviction, prosecution and sentencing of corrupt licensed dealers, straw purchasers, unlicensed dealers, and traffickers of stolen guns."

The study involved investigations between July 1996 and December 1998 and was conducted in partnership with U.S. attorneys and state and local authorities, Treasury said.

"We are cracking down on gun traffickers and making it harder and harder for criminals to obtain guns illegally," said Treasury Secretary Lawrence Summers, according to a statement. "But, this report also shows that we must do more to close every trafficking channel, starting with closing the gun show loophole, and stiffening criminal penalties for firearms dealers and large-scale traffickers."

Specifically, the report said guns sold via gun shows "were associated with the second highest number of trafficked firearms per investigation, 130 guns, and about 14 percent of the investigations," a finding that analysts said would bolster the Clinton administration's efforts to close so-called "gun show loopholes" that exempt buyers from being subjected to background checks.

Meanwhile, the report said one-quarter of illegal traffickers identified in the investigations were convicted felons. Nearly half of all 1,500 investigations -- 45 percent -- "involved convicted felons who illegally bought, sold, possessed, received, or stole firearms," the report said.

BATF said about 40,000 firearms, or about half the amount of guns tracked by the investigations, were "associated" with investigations involving "corrupt" federal firearms licenses. Those licenses, owned by "retail dealers, pawnshops, and residential FFL holders" comprised 9 percent of the investigations, but produced the highest number of guns tracked -- 350 each -- per investigation.

The study also found:

<LI>More than 22,500 illegally trafficked firearms were associated with investigations of unlicensed sellers. Unlicensed sellers were the focus of about a fifth of the investigations and were associated with an average of 75 guns per investigation.

<LI>Almost 26,000 of the firearms were associated with investigations in which there was a straw purchaser. Straw purchasers, who buy firearms on behalf of others from licensed and unlicensed sellers and transfer them either to prohibited persons or to unlicensed sellers, were the most common subject of illegal trafficking investigations. Almost half of all the investigations involved straw purchasers, with an average of 37 firearms trafficked per investigation.

<LI>About 11,000 illegally trafficked firearms were associated with investigations involving theft. Firearms stolen from residences, federally licensed retail firearms dealers, and common carriers were involved in over a quarter of the ATF trafficking investigations. Of the three targets of theft, common carriers were associated with the most number of guns per investigation, over 66.

<LI>Firearms tracing was used as an investigative tool in 60 percent of the investigations, and analysis of crime gun tracing information and multiple sales reports created the leads to start 30 percent of the investigations. </UL>

"ATF is confident that crime gun tracing solidifies the law enforcement partnerships needed to keep the streets of this nation safer and more secure," said ATF Director Bradley Buckles.
Summers said he sent a letter to President Clinton advising him of Treasury's findings and recommending "several legislative and enforcement steps to reduce illegal firearms trafficking." Of those, "stiffer criminal penalties, increasing sentencing for major traffickers and expanding the level of firearms tracing to identify all sources of crime guns" (a la registration) were included.

Not everybody is impressed by the government's report, however.

"Forget all the numbers and look at the strategy," said Aaron Zelman, executive director of Jews For the Preservation of Firearms Ownership, a pro-gun group based in Hartford, Wis. "The reason the government wants to shut down the gun shows is because that's where people meet to discuss freedom issues, such as fully informed juries and land issues. Gun shows are places for the exchange of this kind of information.

"I'd want to see the raw data on this study, not just what the Treasury Department or the BATF puts up on the Internet or makes public," he added. "For example, I'd want to know if they are withholding information that doesn't jibe with administration policies" on gun control and background checks at gun shows.

In that vein, the Department of Health and Human Services announced Monday that shooting deaths of children had declined ten percent in 1998 over the previous year, a figure President Bill Clinton called "promising" and "significant when compared to 1994" -- a year when, the government said, childhood gun deaths were 35 percent higher than two years ago.

"While these figures are encouraging, there is no question that gun violence is still far too prevalent in our nation," Clinton said in a statement. "Despite our progress, 10 young people are killed with guns every day in America.

"Law enforcement must crack down on gun traffickers who supply young people with firearms and armed criminals who commit violence against our children, "
Clinton said. "And the gun industry must responsibly design, distribute and market its products to make sure that they do not fall into the wrong hands." (never satisfied are they? It must be a holy crusade or something... :rolleyes:)

In the White House statement, Clinton called on Congress to fund his $280 million "National Gun Enforcement Initiative," as well as "stalled common-sense gun safety legislation that can help keep guns out of the hands of children and criminals."

Such methods, however, do more to punish law-abiding gun owners than criminals, Zelman said.

"Those methods are fine if you want a police state," he added.

Am I the only person here that is too stupid to understand this phantom "gun show loophole" ? If it's refering to pistols & the waiting period the whole idea alledgedly behind the waiting period is that it is supposed to keep you from wigging out, and running off and buying a gun ( note you would not have owned gun before hand otherwise you could have used it, perhapse this is to stop anti's that run amok )Now it'd be pretty convenient for someone to manage to run amok at the exact time the gunshow was in town Is this the "loophole" --as for the rest of the article we better stop this deforrestation because looks like we're gonna need a whole lot of trees.
 
Boy if the pres and the ATF don't sound like the Nazi Propagnada machine then I'm a one eyed one horned purple people eater. At least our 14 dead children a day is now down to 10.... what a laugh. The net effect of this report is people, "We must close the gun show loophole".... in other words No more private sales of any kind. There are just to many guns getting past the AFT's illegal registration scheme.

Also of note here is that it is no longer
14 "CHILDERN" per day but now , after being found out for the lier he truely is, it is
10 "YOUNG PEOPLE" per day.

This is probably as close as Clinton will get to admitting that he was counting 19 year old armed gang bangers and drug dealers as most of the 14 "CHILDERN" per day.

The NRA has won yet another great victory for
our side. The NRA actually got Clinton to
change one note in his tune, from 14 childern per day to 10 young people per day.

In my small brain, I see a very orchestrated effort at all levels.
they get the final pass on Waco then launch what has obviously been in the works, waiting for maximum effect. Look for a parade of timely "reports" "statements" "revelations" not too mention "common sense solutions" between now and elections.
Heaven help us if we have another hi-profile shooting between now and then.
 
I'm probably showing poor math skills right now, but run the numbers. Let's look at the 10-a-day statistic.

Over the course of one year, that statistic would mean 3,650 "young people" would lose their lives due to gun crimes.

Isn't the population of the U.S. roughly 300,000,000? If so, then the percentage of deaths per annum would be
.0000121%, clearly a tragedy, but clearly NOT the gun-crime epidemic the elite media and Clinton administration would have the sheep believe.

Firearm deaths among children drops 10%

The number of youths killed by gunshot wounds in the nation decreased 10% in 1998 compared
with the year before, double the decrease of gun deaths among the population at large. The
drop-off continues a four-year trend. Between 1994 and 1998, gun deaths for youths under 20
declined 35%, according to mortality data released by the centers for Disease Control and
Prevention (CDC).

In 1998, 3,792 youths died from guns compared with 4,223 in 1997. In 1994 the number of
youth handgun victims was 5,833. Translated, that means an average 10 youths a day were dying
of gunshots in 1998 vs. 16 a day in 1994.

U.S. Health and Human Services Secretary Donna Shalala says the decline shows “violence
prevention programs are working,’’ but adds, “we still have far to go to protect our young
people.’’ Gun deaths include homicides, suicides and accidents. Gun-related homicides among
young people declined 14% and accidents dropped 14%, but suicides decreased only 1.7% from
1997 to 1998.

CDC spokesman Jeff Lancashire says a number of possible factors, including a better economic
climate, may have led to the decreases. High profile shooting tragedies also may have contributed,
he says. “There might be more public awareness about safety.’’

Naomi Paiss, a spokesperson for Handgun Control, says she is optimistic that tougher gun laws
in several states have contributed to the decline. “We haven’t gotten much help on the federal
level but several states are taking action with cap laws and gun tracking initiatives’’ she says.

The National Rifle Association asserted that its gun safety educational programs deserve some of
the credit for a 14% decrease in accidental shootings between 1997 and 1998. “The NRA does
more safety training than anyone and it has led to accidental shootings being at an all-time low, de
spite a higher population and an in crease in the number of guns in the country,’’ says Patricia
Gregory, NRA public affairs director.

The CDC uses death certificates from physicians, medical examiners and coroners to compile its
yearly report. Other mortality findings for 1998 include:

For the first time since 1987, in fection with HIV, the AIDS virus, was not among the 15 overall
leading causes of death - dropping 21% - and was re placed on the list by hypertension.

Homicide, HIV infection and peri natal conditions were among the 10 leading causes of death
for blacks, but not whites. Homicide, liver disease and perinatal conditions were among the 10
leading cause of death for Hispanics but not for the total non-Hispanic population.

Life expectancy reached a record high 76.7 years in 1998, up from 76.5 in 1997. The life
expectancy for whites continues to be six years longer than for blacks. The infant mortality rate re
mained unchanged at 7.2 deaths per 1,000 people and continued to be twice as high for blacks as
whites.

Death rates decreased in eight of the 10 leading causes of death. Athero- sclerosis deaths
dropped 9.5%, Alz heimer’s deaths declined 4%, and stroke, heart disease and liver disease
deaths dropped 3%.

I can't believe that Clinton and his gang can really be THAT stupid! They MUST have an agenda besides just 'protecting our children.'
