AR-15 vs. M16 cost

Why is a full auto M16 $20,000 and an AR15 is $1000?
Meaning, if you are leagally able to own a full auto rifle, couldn't you just buy the parts to convert one? Or is that the difference; you can buy one but not convert one?
Is it that legal full auto M16's are so rare that the cost is 20x ?

Edit:
OK, I guess these are registered with the "amnesty program" which makes them rare.

Simple: Supply vs. Demand.
You hit it with your edit. You can't just up and make a FA gun, the Feds frown upon it.

I though it was just that rich people never go insane or have guns stolen so only they should be able to purchase one. :D

Since 1986, no new full auto weapons are allowed to be converted to full auto for civilians.

So, essentially, there is a limited supply that will never increase (unless the ban on new FA weapons is repealed or changed) and a growing demand for them...
