Anyone see CNN report that UK city LEO would start carrying?

I saw it last night, but haven't read it anywhere.

Nottingham, England cops would start carrying guns due to the high rise in the number of handgun violence. Human 'rights' groups were against. They said criminals would then arm themselves !
