That's the decapper/capper part of a three piece Ideal shot shell reloading set. It's missing the punch pin.

I have never seen one exactly like that, but there is an almost endless variety of shot shell reloading tools. I think that one is missing the sizing die and possibly other parts, so it might be a curiosity but not a practical tool.
