Your price range puts almost every pump action shotgun on the market within reach if you do some research, look hard for bargains, and are willing to order over the internet and do an FFL transfer. I just ordered a Mossberg 590A1 SPX for less than $600 shipped last week, and that's pretty much Mossberg's top of the line tactical pump shotgun. As for cheap slugs, try Cheaper Than Dirt, they have some slugs for $3.40 a box.

Let's see, midwayUSA list a box of AA .410-bore (1/2-oz shot) Skeet loads for 10.99 and in 12-ga (1 1/8-oz shot) for $8.99. So, ounce per ounce the .410-bore costs 2 3/4* times more than the 12-ga.

IMHO, looking to a .410-bore to save isn't the way to go. Of course, there is a savings when reloading .410-bore shot shells. To really save with slugs, consider loading your own with home cast slugs.
 
I dont know what your purposes are but Id go 20 gauge over the 12 or 410 bore. They may be slightly more pricey but your accuracy greatly improves and you get more power over the 410 and dont lose much over the 12.

I have a 12.20,410 in a Mossy. They all are great guns. If I were to go one to replace the 3 It would be the 20. Ammo is about the same as 12 ga and A LOT CHEAPER than for the 410.
