Antique Flintlock/Black Powder Pistol or Antique Toy? HELP PLEASE

From the second picture, it appears that the pan and frizzen have broken off of the frame. And I mean "broken," indicating the pan was cast as part of the frame. I can't imagine that being done on a working firearm, so I agree with mykeal; looks like an "antique toy" or somesuch.
 
Whether the top jaw is missing, the pan broken off, etc. - there is no evidence of it having a hole in the plate for the frizzen spring lug . . . I've run across these at flea markets . . . all hyped up as "rare antiques" . . . as stated . . . item to take the "yankee tourist dollar".
