Senate Bill 44, sponsored by Senator Peter Burling (D-5), and Representatives Lee Hammond (D-Graf 11) and John Tholl (R-Coos 2), seeks to change the concealed carry licensing statute to make it easier for the issuing authority to deny a license. Further, the bill raises the standard by which attorney fees may be awarded in a lawsuit against an issuing authority for a violation of the licensing law to “gross negligence or malice,” and removes the personal liability of the issuing officer. This legislation opens the door for more license-issuance problems in New Hampshire.

This legislation is a solution looking for a problem!

We're informed that John Tholl intends to withdraw his co-sponsorship of the bill and plans to testify against the bill. The hearing will be held on March 15, at 8:30am in room 103 of the State House.

There's a variety of problems with this bill, not the least of which is who gets to define what constitutes a "criminal" or "terrorist" organization. If the state of the FBI's "no-fly" list is any indication, we can expect major problems if this bill passes...

Babies caught up in no-fly confusion
Infants have been stopped from boarding planes at airports throughout the U.S. because their names are the same as or similar to those of possible terrorists on the government's "no-fly list."

It sounds like a joke, but it's not funny to parents who miss flights while scrambling to have babies' passports and other documents faxed.

Ingrid Sanden's 1-year-old daughter was stopped in Phoenix before boarding a flight home to Washington at Thanksgiving.
