Another scenario to entertain you during your workday........

You live in a big metro area and you carry legally its daylight and sunny:

Your going to pick up your wife/girlfriend @ her work @ 5pm. As usual you pull into the huge parking garage downtown in the highrise attatched to the building she works in. You take the elevator down to the lobby level were you take a short stroll across a walkway to the other building were she works. The walk way is the open air type suspended about 20 feet above a beautiful court yard that nestles between the two highrises, there is a bar in the courtyard and many tables, benches and chairs, were alot of proffesionals that work in the two buildings, lawyers, bankers etc. relax after a trying day. As the you walk out of the elevator and onto the begining of the walk way you hear gunshots and see that everybody is either running in panick or lying on the ground. A man wearing a suit and tie is shooting at another man in the same dress below in the courtyard. People are running in terror below and these two men are pretty much alone by now. You realize this has started before you came down. Its looks as though the man being shot at is limping, has no weapon, and is running from the assualting man who has a handgun pionted at him and is about 10 yrds away, this man is directly below you @ about 20 yrds out and standing still. You are now behind cover of one of the bridge pillars and assesing:

1. You know by law you can defend the limping man, with deadly force from being killed in this state.

2. You have a clear shot with overpeneatration/missed shots going straight into the concrete below at your angle.

3. But you came into this in the middle, is this man on a "I just lost all my money" rampage and is going to target someone else or is he a cop that has Identified him self before you got there. Since there is a bank in the building is this a bank heist gone wrong? As he is still bearing down on the injured man and not shouting anything coherently maybe he is not a cop-but maybe he is.

4. You are in no immediate danger and have good cover.

5. 20 yrds under pressure is no stones throw, what if you miss and draw his fire??

Okay go ahead-but then get back to work!!!!!!!!!!
 
I agree with Walt, don't get involved at this point. Is the person that is escaping a victim or the perp that got more than he planned on? Take cover, check your weapon and call 911 as Skyhawk says but don't start shooting.

I agree with Skyhawk except that I'm not sure what "check" your weapon means. I wouldnt' draw it but would make sure I remembered to bring it. :) Then, take cover, call 911 and see if anyone in the immediate area needs assistance.
 
Just for clarification, I use the term “check my weapon” loosely to mean a quick affirmation that “if” I need to use it, all will go well as planned. It does not mean “draw weapon”. This could lead to problems.

As I usually utilize a fanny bag in hot weather, if I felt threatened enough, I may even go so far as to open the front section of the bag and place my hand inside on the “piece” to cut down on reaction time. Average folks may not notice anything unusual.

Get involved.

Draw down on the person with the weapon and tell him to stop or be shot.

If he's a cop, he'll identify himself with a badge. If he's not, he'll either drop the gun or he'll shoot back.

No matter how you cut it, though, by the simple fact that you witnessed it happening means you're involved. So if you're in for the dime, why not the dollar?

So far so good, my opinion-hold cover-call cops. Forgot to mention as it should be part of your daily carry: You have a cell phone.

funinsun, no we are into the Mozambque here! Two to the body mass and one to the head:-) I would wait and see. If one of the two shooters went after a bystander I would intervene. Regards, Richard
 
These thought problems are good, but they really belong in the General Discussion forum. Please look for it there...
 
I'm with Mike on this - draw down, shout warning. The time I'd waste using the cell phone could mean life/death for someone in this scenario, so intervention will be my first priority.

If the guy fleeing has no weapon and is limping, a legit gunner (like a cop) would have no cause to fire a follow up shot. This guy's behavior sounds suspicious.

The scenario sounds like you have excellent cover (the walkway is probably steel-reinforced stressed concrete with chest-high sidewalls). I say lean over the side, extend the weapon and shout, "Drop your weapon!" If the gunner is a cop, he should ID himself; if he drops the weapon, have him walk away from it and keep his hands visible till teh cops arrive. If he starts swinging his muzzle your way, you should be able to put two into him before he elevates his aim.

Be aware that he'll make a smaller target looking down on him, and you have little likelihood of hitting a major thoracic organ at a steep angle; it's a case for putting a double-tap right through the top of his head.

I know I would feel like sh*t if I stood by while the perp capped a couple more innocents and created a couple more orphans and widows.
 
Make sure of cover, draw weapon and verbally challenge shooter. Chances are he wont hear a damn thing anyway, but you gotta CYA. If he is trying to kill a wounded and unarmed man, weather he is a cop, bank security... or not is irrelevant. He is in the process of comitting murder. If I felt that he was actually going to finish the job I would engage him. If he was screaming for the other man to stop, show his hands... I'd wait.

It all comes down to doing as little as necessary. Dial 911,get cover, verbally challenge the gunman to drop it. If he drops it OK. Chances are he will turn the gun towards you and you might have to shoot him or he might comply. Either way it should all be on the 911 tape.
