The US Military hires contractors to do basic security work in a wide variety of areas. Could they do it themselves? Yep.

Could they do it for the same price? No.

The four security guards are probably part-time with no benefits or other good stuff. They would probably have to spend 3x as much to do the same job with real cops. If they really have a need for security guards at the police station (unlikely), the rent-a-bobbys are a cheap solution to the problem.

Sure they can, but why do they need fully trained LEOs to perform jobs not requiring fully trained LEOs? As noted, it can be a money issue very easily.

I guess it could be asked why the highest ranking officers aren't out on patrol. After all, can't they perform patrol duties? Sure they could, but it would not be the best use of manpower and funds.

Our town has metermaids and metermen, a job done for years by full blown cops to handle parking law violations. Can't the real cops handle writing parking tickets? Sure, but there time is likely better spent elsewhere and less trained persons can contend with parking violations. Our town even uses part time retired seniors for the task.
