Ammo or Headspace issue?

Hi everyone! A few months ago I came across some low-power handloads in 8 X 57 Mauser. I bought two 50 round boxes of these...I shot a full 50 round box of these out of my 1903 Turkish Mauser, and they shot fine with no issues. Today I finished the first box and started on the next one and shot three rounds, all three had primers popping back out of the case, slightly above the rim. I didn’t fire anymore of these, of course for my safety. Is this a problem with the reloads or the gun. A side note, I have shot modern factory ammo out of this gun with no primer pop or any other issues.
 
Protruding spent primers are expected in a light load. Shooting somebody's handload is risky though. You have way more courage then I do.

That's a classic low pressure sign. That the first box didn't do this could be something as simple as the weather was a little warmer that day, so the pressure was a bit higher. It depends on the powder used.

As TL says, though, I never shoot handloads made by others. There are, however, federally licensed reloaders out there. It takes a lot of money to carry the liability insurance for such an operation, but if you bought from one of these fellows, it's probably OK. Anyone trying to supplement their income by selling handloads on the side, without a federal ammunition manufacturing license could get into trouble with the BATF. If the sale were incidental to the fellow getting rid of some old stuff lying around, or if it was an estate sale, I believe that's exempt from the licensing requirement. But only a very incautious person would sell them to the public without some kind of liability insurance. To great a chance of the customer doing something stupid that causes a problem and blaming the loader, even if it wasn't his fault.
