Probably black powder blanks. The unburnt powder radiates like a shotgun blast to pop the balloons.

I guess that means he is really fast, but doesn't have to be very accurate?

That's Bob Munden and yes he is genuinely fast with a revolver, but we don't need two threads going on the subject.
