You can buy a firearm as long as it is not classified as a pistol as far as I know. There are always places you can buy ammo as long as you don't look and act too young. I stroll into the local sporting goods store about once a week to buy ammo...never been asked for ID whether I'm purchasing hangun, rifle, or shotgun ammo. BTW, I'm 20.

Just take your carbine in and tell them that you're buying ammo for this gun.

The age for buying ammo for a rifle is 18. Same as the age for buying the rifle.
The age for buying ammo for a handgun is 21, same as buying a handgun.
(as far as the ATF is concerned you either have a rifle or a handgun.)
ATF is VERY clear. If the ammo can be used in both, it can be sold as both. If you are buying 9mm for your Ruger Carbine. (Or .44mag/.357mag for your marlin, or whatever) you can buy it. It is what you are using the ammo for that counts.
