If you really are that interested why don't you file a Freedom of Information Act inquiry. After the IRS receives that inquiry I feel quit confident you'll hear from them. When you do you can let us all in on what they said the text was or what how they responded. :eek:

Many African Americans have been misled to file tax claims on an altered IRS Form for reparations payable to descendants of slaves. The basis of the claims dates back to the post-Civil War period when Congress voted to provide former slaves with 40 acreas and a mule as a form of pay-back for their years in slavery.
Taxpayers Could Lose 2 Billion Dollars In Tax Refund
The Internal Revenue Service estimates that more than 1.6 million taxpayers who failed to file late returns risk losing about $2 billion in refunds if they don't file by April 15, 2000.
