I have not had any problems with AE 223 brass, whether new or used. The used brass has a lighter crimp in it than Lake City once fired brass.
I think that the AE 223 brass in the black package is made in the same factory as the AE 5.56 (LakeCity) brass also in the black package.
The AE 223 that I have been reloading is marked FC 223 Rem. With no date code.
I have some AE 223 once fired that is marked FC 14 223 REM that has a date code(14 or sometimes 13). This also is crimped, tighter than normal AE 223 factory ammo. (more like Lake City ammo)
This looks to be nicer brass than non date coded AE brass, but i haven't gotten around to reloading any of it yet.
The only brass I have had loose primer pockets on, is with some reprocessed used brass that had the primer pocket reamed by a machine that was not set up correctly. I won't buy reprocessed brass any more due to this problem.
