Accuracy problems with Ruger #1

I have a Ruger #1 in .338WM that is a bit of an enigma. Some days it shoots ok, others are downright dismal. It is topped with a Leupold 4.5-14x50 and I bought it off the guy Magnaported. I have on occasion produced 1.5" groups @ 100yds, acceptable I suppose. Generally though the groups tend to be closer to 4". I have tried all manner of factory loads and it seems to like 210 gr. Nosler Partitions the best, however, as I stated, 1.5", not great. Is there some secret to the #1? Some of it may in fact be operator error but I don't seem to have any troble with rifles of other designs. What kind of things might a knowledgable gunsmith be able to do?

Try relieving the pressure off forestock, check and see if you have any clearence between the barrel and its channel.
 
Like 12-34hom said above, I remember hearing that most #1 rifles have problem with forestock which causes poor accuracy. Once fixed I've heard they can produce excellent accuracy.
 
Good suggestions but what about the scope?

If you are unfamiliar with who or how the scope was mounted I would definitely check that first before you bother with the other issues mentioned.

Poor scope mounting jobs account for a VERY large percentage of unreliable rifles. With a heavy rifle even the smallest errors in the scope mounting will produce accuracy as you describe. If the rig hasn't been secured properly it tends to provide the accuracy you describe.

I would suggest you first remount the scope or have someone with the tools and know how do it for you and try it out first.
