I have heard some incorporate this in some academy training, mine did not. I'd never tried it before, got semi-OK groups at 10 yards. Learned the hat brim really does stop a lot of airborne junk from drifting down on ya.

We did live fire utilizing an inverted position during EST training in the early 80's. Of course we were using revolvers. It is not terribly difficult to hit a combat silhouette at normal ranges. I did find it hard to shoot decent groups, and getting back on target during rapid fire is weird. A fast revolver reload is just a cluster.
