A question for a gunsmith

I suppose this can be asked in the handloading section but I think you gunsmiths have the answer.

I own a Type 99 Arisaka. And, from what I've read, people are comparing it to a .308. a .303 or a 30-40Krag. The reloading manual even lists the MV as lower than I would expect of the case capacity. Why is this? I would guess that it should be like 7.65 Argentinian Mauser or a necked down 8mm Mauser case.
Does the lower published MV say something about the rifling?
