A question about Alabama's gun laws

Reading about Alabama on the NRA page, I noted this section:

"To purchase a handgun, the buyer must complete an application to purchase. The application must be filled out in triplicate and delivered to the seller. The form contains the purchaser's name, address, occupation, race, place of birth, the date and hour of application, the caliber, make, model, and serial number of the firearm, and a statement that the purchaser has never been convicted of a crime of violence. The seller is required to mail one form within six hours after such application to the chief of police of the municipality or the county sheriff of which the seller is a resident, one copy is sent to the public safety director within seven days, and one copy is to be kept by the seller for six years."

Yet it says that no permit is required, and neither my father nor my brother had to fill out any extra paperwork, as far as I know, to buy their handguns. Is this something that the store owner completes and turns in behind the scenes? Does this apply to private handgun sales?
 
Hmmmmm... I wonder if this is a local ordinance somewhere? I've bought may firearms, handguns included, in and around Birmingham, and never had to any paperwork other than the Brady and 4473. I don't know FOR CERTAIN, but I don't think there's any more paperwork than that involved. There's no local requirement for paperwork in private sales.
 
What brought this to mind was the HCI grade- though we made a stunningly wonderful "F" it said we have a law regulating secondary sales. Also, someone I know locally said a cop told him he needed to get a "permit" to buy a handgun.

It sounds like a 4473. You sure it's not a commercial point-of-sale requirement?

HB 105 was introduced and passed recently. It got rid of Alabama's waiting period and kept cities from suiing. I think you only have to worry about Brady and 4473's.

I know. Yuck. I was there to witness it live.

Great to see them in my neck of the woods for a change. Wish the out come had been different.

If your in the Gadsden area, give Jack Page and Blaine Galiher (sp) your support. They don't support gun-control.
