Much of the concern the US military has about the M9 goes away if the lawyers would let them use JHPs. The US never signed The Hague Convention, so this is a possibility (although I think THC is considered to be established law in terms of international warfare). And, THC does not apply to warfare waged against illegal combatants.
 
I agree the most change has come from bullet technology. In recent years we've seen polymer tipped rounds which perform like hollow points yet are legal in areas where HP's are prohibited and now this new Polycase polymer bullet with its rapid energy dispersion and low recoil.
