I know of the Browning HP, but are there any others out there? I am looking into it for a friend. They have 400 to spend, and like the BHP, but thats a $700 gun....
What is the going price for a gently used BHP? And are there alternatives out there?

Arcus and FEG make Hi-Power clones. They go for about $225-$300, depending. They seem to be reliable, from what I have read and heard. The finish is rougher than the Hi-Power. I think that both can use Browning magazines. Each is made in Hungary.
A search on FEG here will bring up more detailed responces.

Where I am a new Hi-Power Mark III goes for about $600-$650. A used one I found was $500 with little wear. With patience you may be able to find better pricing, but $450-$500 is a reasonable price.

I think that Springfield Armory has a 9 mm 1911. If your friend can find one used he might be able to get it for $400.

Now what I want is a Hi-Power with the 1911 straight pull-back trigger.

I believe the Arcus is made in Bulgaria and of the two does not have as good a reputation as the FEG (Hungarian). I read some very positive reviews of the Arcus, but some negative things on the Internet. Good stuff on the FEG. I'm leaning that direction. Anyone have any opinions on cheap 1911 pattern guns? Have seen some in Shotgun News. Rock Island I think...

M1991-style 9mm's aren't very popular, partly because they have to compete with the features of the more-modern 9's.

But if you want a relatively large, heavy, long barrel 9mm pistol - a service side arm type weapon - you can buy a CZ 75B for pretty close to $400.
High capacity (15 round) mags are available for $35-40 each, and you can shoot it double or single action.
